With warmer climates, the water that has frozen due to Mars' cold atmosphere would 

gradually melt, allowing the inhabitants to filter it and make it suitable for drinking. Additionally, it would also enable the possibility of using the melted water for irrigation and other essential purposes on the planet. Using this water people would be able to have a water source inside of their homes. Their houses would be made of a radiation repellent material, and there would be machines that help pump oxygen into them. Those machines would be similar to air purification systems and air conditioners, they would take the carbon dioxide from the outside and bring it in using a pipe or passageway built into the house. Then the machine would go through a process similar to plants in order to turn the carbon dioxide into oxygen. However we would still need electricity.
